Definitions 

Dogging work is—

• the application of slinging techniques, including the selection and inspection of lifting gear, for moving a load using a crane, hoist or other plant configured for use as a crane or hoist; or

• directing an operator of a crane, hoist or other plant configured for use as a crane or hoist in the movement of a load, including when the load is out of the operator’s view.

Slinging techniques, in relation to dogging work, are slinging techniques that require judgment to be exercised in relation to—

• the suitability and condition of lifting gear; or

• the slinging method, by consideration of the nature of the load, its mass and centre of gravity.

Rigging work is the use of mechanical load-shifting equipment and associated gear—

• to move, place or secure a load using plant, equipment or members of a building or structure; or

• to ensure the stability of the members of a building or structure; or

• to set up or dismantle a crane or hoist.

Rigging work does not include setting up a crane or hoist that only requires the positioning of integral outriggers or stabilisers.

An Outrigger is an extendable member attached to a crane or hoist that rests on a support at the outer end to increase stability.

A Stabiliser is an extendable member used to increase stability, but not to hoist or level.

Dogging (DG)

A High Risk Work Licence for this class of high risk work allows the holder to carry out dogging work.

Basic Rigging (RB)

A High Risk Work Licence for this class of high risk work allows the holder to carry out dogging work together with rigging work associated with 1 or more of the following:

• dogging work
• rigging work involving any of the following:
  • structural steel erection;
  • hoists;
  • pre-cast concrete members of a structure;
  • safety nets and static lines;
  • mast climbing work platforms;
  • perimeter safety screens and shutters;
  • cantilevered crane loading platforms;

but not rigging work associated with 1 or more of the following:

• hoists with jibs and self-climbing hoists;
• cranes, conveyors, dredges and excavators;
• tilt slabs;
• demolition of structures or plant;
• dual lifts;
• gin poles and shear legs;
• flying foxes and cable ways;
• guyed derricks and structures;
• suspended scaffolds and fabricated hung scaffolds

Intermediate Rigging (RI) 

A High Risk Work Licence for this class of high risk work allows the holder to carry out dogging work and all basic rigging work together with rigging work associated with 1 or more of the following:

• rigging work in the class basic rigging;
• hoists with jibs and self-climbing hoists;
• cranes, conveyors, dredges and excavators;
• tilt slabs;
• demolition of structures or plant;
• dual lifts;

but not  rigging work associated with 1 or more of the following:

• gin poles and shear legs;
• flying foxes and cable ways;
• guyed derricks and structures;
• suspended scaffolds and fabricated hung scaffolds

Advanced Rigging (RA)

A High Risk Work Licence for this class of high risk work allows the holder to carry out dogging work and all basic and intermediate rigging work together with rigging work associated with 1 or more of the following:

• rigging work in the class intermediate rigging;
• gin poles and shear legs;
• flying foxes and cable ways;
• guyed derricks and structures;
• suspended scaffolds and fabricated hung scaffolds
